      <description>&lt;p&gt;For instance, if I have a $1k CL, would any balance under $20 report as 1%?&lt;/p&gt;&lt;p&gt; &lt;/p&gt;&lt;p&gt;$10 = 1%&lt;/p&gt;&lt;p&gt;$19.99 = ?&lt;/p&gt;&lt;p&gt; &lt;/p&gt;&lt;p&gt;I assume $14.99 and under would be safe at 1%, but how would $17 or $19 be viewed?  Do you have to actually hit the next level before it counts?&lt;/p&gt;&lt;p&gt; &lt;/p&gt;&lt;p&gt;Thanks.&lt;/p&gt;</description>
