Credit Karma Deals

My mother went through Bankruptcy several years ago and is slowly rebuilding her credit.  She received an auto loan with a very high interest rate about 1.5 years ago.  She signed up for Credit Karma and she sees these deals that offer her a lower interest rate and savings.

 

My question is, are these deals legit?  She has been pondering them but I told her to hold off until I do some more research and thought I would start here.  Does anybody have any feedback after using these services?

I know a few people have used the offer through Credit Karma on the forums. Can you provide the name(s) of the company that is "offering" the deal?

I feel like trying to refi through her bank or a local credit union would be a much better course of action to investigate first.
