Yes, you can join PenFed on your own by joining one of their
affiliate organizations and paying $20-25 (depends on the org you join).

Another suggestion: since your Dad is retired Navy you might consider
joining Navy Federal Credit Union. Just ask your Dad to join first, and then
enroll using his ID number as a reference. You can do the whole thing
over the phone toll free at 888.842.6328 . And once they give you your own
ID number you can start applying for any of their products right away.
Also, Navy Fed pulls Equifax as well but their qualifying scores are much
lower than PenFed's. Navy Fed is 600 or better; PenFed is high 600's
(680 or better). PenFed also doesn't like a lot of recent inquiries on credit
reports, so if that's true in your case you might wanna consider Navy Fed
in the interim and PenFed a little later down the road.
So to review, yes, you can join PenFed on your own by paying a small fee.
But since their qualifying scores are higher and they don't like INQ's you might
be better off waiting and joining Navy Fed first.
