When to pull the trigger and start applying for the best rate?

My ficos are 720-750. The auto ficos are 692-740. I know which CB my potential lender pulls from.

But my scores are fluctuating 15-20 points down and up due to recent approvals for credit cards.

What is the "safe zone" score to apply for the best rates?

There is no safe zone.  Based on the scores you posted, you should be able to get the best rates for an auto loan.
