two hard pulls?

I was reviewing my free annual credit report (happy new year to me?) and I noticed that the dealer pulled my report when i purchased a car in sept. and then the finance company pulled another two days later. 

Is this normal?

Yes, perfectly normal for the finance company to double check what the dealer claims . It won't affect your score because they were done so closely together.
