unwarranted hard credit enquiry by motor finance

I bought a new car 6 weeks back. The dealer / finance guy did not tell me but he did three credit enquiries at the same time. Of course, he got me the best rate - 2.39 % from the local bank. He told me that if the enquiries happen in the same day, it does not affect the credit score. I am not complaining here. 

Two weeks earlier, I got a mail from the motor finance. Now, I see a hard enquiry again and my score has plummeted 20 points. Where do I complain for this ? I did not authorize this enquiry ?

When you submit a credit application to a dealer, they are authorized to submit your information to as many banks as they so choose. Each of those banks in turn, has the authorization via the dealer, to pull the credit. To answer your post, what they did was legal.
