Bankruptcy and immigrant status

So I just read a sticky here about common questions about bankruptcy, and it said that a person has to be a citizen in order to file. I'm a permanent resident and I filed one ten years ago. Have laws changed pertaining to this? I did a quick google and it seems you only have to be legally resident of the state you're applying in. Just want to verify.
