Difference between pre-qualify and actually being approved

I am not sure if this question has been asked or answered before but truly appreciate some details. I am sure most of us understand the difference between the 2 but I guess my question is more towards what are the chances of being approved and actually getting a card if you pre-qualify for one after BK Discharge. Also what kind of a starting limit can one expect if approved for a card from Cap one or Credit One.?

This is going to majorly depend on where you are "pre-qualified" at. Starting limits are going to depend on credit profile and income so there is no way to get you a good answer.
