I tried after receiving a solicitation and was denied for BK7. My BK was filed 8/2009 and discharged 12/2009 and did discharge Discover, so YMMV.

I had a chapter 13 still showing on my report and was approved back in May 2011 for the More Card. It was only a $1000 limit but it got me in. I finally PC'd to the Discover IT back in May 2013.

I was actually approved for the More, not the IT. (Thought it's since been converted to the IT)
To get a Disco w/ BK still reporting, you:
Even still, YMMV. But, I can tell you that the trick is to apply online for the standard $100 cash back offer... the system may offer you something with less favorable terms. At least, that's how it happened for me (and most of the other people who follow my rebuild plan that let me know their progress).
As an add to that, I was myFico EQ 663 when I applied... their approval letter said EQ Fico 633.
Good luck either way,

I got the ole sorry we're not able to approve your app at this time response after I went to their site and did the best card offer without the hard pull. It gave me the discover it card. I applied and I got the denial but it says also in all caps "APPLICATION BEING PROCESSED". I'm confused. Post chapter 7 January 15. Cap1, CapPlat, Secured Navy Fed, TOTAL visa. (I need to get rid of that one)
