HELOC to rebuild?

Quick question.  BK discharged 1 year this June.  Own an apartment outright.  In another year I would like to get a mortgage for another property.  Would getting a very small HELOC ($3000 or so) and pay it back in a short period help with:

• Rebuild my credit? (I am already doing what has been suggested on this site and looking good so far).
• Help me get approved by the bank/credit union next year when I apply for a mortgage?

Any other suggestions other than a HELOC with owning a property?
