Need advice on new Credit One credit card.

i got exactly the very same balance on my CreditOne card even before activation or use

I dont want it at all? I have called but no luck. i got an email from them asking if i received my card in the mail?

The paper the card was attached to said you had 14 days to activate.  If you don't activate it, I'm guessing the account doesn't get open.  However, looking at the charges on my account, they were from before I even got the card.  So it's a bit iffy.  I had to call them after I made a payment, because the payment system is all amateurish and logs you out after you make a payment. 

No confirmation page. 

Well, they received my payment.  At least that's paid.

i have not activated it at all so i have no idea about it. I think my best option is to call them and let them i have not received the card and dont need it any longer.

Hopefully, they reverse and do not charge for the fees.
