Those two are related. The newness of your profile is limiting the number of cards Amex is willing to issue at this time.
Ditto on the connection between the maximum AmEx accounts being tied to the lack of AmEx history... I've been told by AmEx directly that only four credit cards may be associated to an individual, even a "business" credit card such as Simply Cash, because AmEx still relies upon the personal credit of the business owner.
I could get AmEx charge cards, but haven't seen an AmEx charge card with no AF, or an AF that I could personally justify.
Many issuers would decline for nine inquiries if they were all visible on the same report. (i.e. all nine on Experian)
These are all probably factors with the greatest impact... by itself one factor might not be enough, but combined all three lead to a denial.
On the positive side, nothing negative in terms of utilization or payment history is noted, so with sufficient time AmEx will likely approve OP's application.
