It was intially declined because the system was still showing I had a recovery product.  It wasn't refreshed with the updated information that my Optima card was closed by my request.  I had to call the EO to manually review my file, which I believe was key in the approved decision.

My mom has an optima and applied for it back in the 80s. Is this the same card? It looks like my platinum card except its revolving and says Optima below amex platinum.

No, they are not the same card.  Your mom's Optima card is the first revolver that Amex offered, and it no longer available to apply for.  I have the same card that your mom has - I got mine in 1989.
