What the OP was speaking of was that when he clicked the link Chase provided for his CLI -- there he was prompted to update his income.

You have started a revolution... people updating annual salary to get CLI.
As stated above. the link in the offer is where salary is updated. My wife received such an offer not too long ago.

Thirded...my step-dad had me do his for him a week or so ago (he's not that good with computers). This is on a Marriott Rewards Premier.
Also note that the page actually listed the CL he could go up to before inputting the income.
I had the same email from chase for my United Explorer. 2 months prior Chase had mailed me asking for my income but I had not given it to them. Of course I had to this time, so now they have my income at a minimal cost since I've been an extremely responsible credit user, always paying in full (and before statement closing date, actually). I suspect Chase did this to lure customers into declaring their income so that Chase can better cater their advertisement and promotion.

I'm wondering if apping for a new card with them would prompt this email, assuming you have an increased income since you got your initial card.

I did and got +2k. It was originally a WaMu card that got PCed twice. Couple years ago, they refused to give any CLI at all until last summer when they finally doubled my CL.
