As youngandcreditworthy said, it does seem they offer CLIs in/at small/frequent intervals. I had my card for 3 months when they raised it from $3000 to $3750, then at the 6 month mark I was denied an online CLI (SP only), but at the next statement they auto-CLI'd me another $750 to $4500. I called them at the 10 month mark and asked for a CLI with a HP - they increased me at that time up to $10,000. So, don't give up on the HP as an option if you really want the increase.

the real question is why have you not PC'd that More to an IT?
I got denied for a soft increase, no letter giving the reason. It sounds like you got a $250 auto-CLI even though the customer initiated one was rejected. That's what I'm hoping for, Discover is really a big joke though. 10% of the limits of Amex...
There is no real logic to Discover's CLI. From he longest time, I read they were stingy and I was stuck at $6500 until they gave me a good CL with a SP. Just like any other lenders who have no method to their madness.
Some people rave about CITI and Penfed, I cant even get a card from either of them for the life of me.
