Yes you can request a CLI and if they can't do it by SP they will ask you if you want to take the HP , then you can cancel the request

Last week, I paid a little visit to the Discover site and (finally) had the button appear for a CLI. I haven't had an increase in a coon's age--that's southern for 'a long time' to you Yankees--and decided to see what happened. Now, oddly, I have a $5750 trade line with them. I say 'oddly' because it's the only limit I have not rounded to the next hundred. It asks you to enter the amount that you want and I decided to go for an even 10K line. The reply was, essentially, if you want it, it will cost you a hard pull. Well, I knew I wanted to apply for the CSP soon, so I chickened out since I had recently been "chastised" for having too many hard pulls lately.
Flash forward to this weekend, and I read either on myfico or another site that people who ask for small increases from Discover were more likely to get them with a soft pull only. I decided to test the assertion. I requested $2250 to round up that goofy limit. It came back with an offer of $2000 more, take it or go with a hard pull. I took it. I don't know if that validates what I read, but YMMV.
I found it interesting that it wouldn't give me the extra pawltry $250, and that the first request didn't even result in a counter offer. It was a hard pull or stay where you are. I guess I will stay with $7750 for now.

I had that same experience the first time I tried it. The Discover CSR said it takes a little time to reset.

Seems like I always get better results asking online vs by phone. At least with my experience with other companies.
