I called the same number at 3pm EST. Office was closed message.

OK, after some dabbling, got the right number for BofA

It is 866 811 4108. The CS came on phone after about a minute.

FYI for Citi, 1-800-695-5171 is for applications. I tried calling for denial of re-opening an old account, and they said it was only for new applications (asked for app #, etc).
