Cap one cli after 6 months stopes also ?

I a week past the 6 months and all cards zero balance
And used the card monthly a few days before the 6 month wen I was trying to request a cli it came back on a letter that i recently had a cli

But now that I am more than 6 months i keep getting a decline for the reason in the letter That we where unable to obtain your most recent monthly payment data from the credit reporting agency
Can someone explain me what is it all about ??

I feel like their cli denials are a bunch of balogna anymore. Once some of my better cards (amex, nfcu, penfed) grow I'm ditching them.
