I curently have 4 credit cards open. One with 18 dollar balance, 600 balance, 3000 balance and another one with 400 balance. I am trying to improve my credit score. is currently at 640. I just got a sweet offer from Chase freedom. No apr till March of 2016. If I open that one up, Will I have too many credit cards?
That's all relative to your financial/credit situation. It sounds like you need to work on your utilization, and that would probably bring you up from a 640.

Saying is that too many credit cards is like saying do I have too many girlfriends, its up to you to know how many you can handle
but my opinon- No it isnt
Util at 30% is kind of high. Can you get CLIs on any of your accounts? I would do that first.

If this is the main reason you want the card I would hold off on it and work on paying the current balances down to under 10% if possible. Your scores should increase. Now if you want it for the limited time $200 bonus vs. $100 then thats a different story but the Freedom is advertised on the website as 0% for 15 months so thats the standard offer unless I'm missing something?

I don't think we know enough about your profile. I think 640 might be lowish for them, although some profiles have been approved at lower scores. They've also denied higher scores (they pulled a 687 for me and I'm currently reconning a denial).
What baddies are on your profile? How new are your accounts? How many HPs do you have on EX?
