Discover Mobile App CLI Question

Not asking cuz I am going to do this-I'm still waiting on my 2 day message. But... I was playing around and saw you can request a CLI via the SM center now. Thing is, it said a report will be pulled, not might, but will... and it also said if you select no for permission they will not approve it.

Is this true? Why would the site be a soft pull but the mobile app be a hard pull?

The answer to this will be best answered by Discover regarding the variance in verbiage on the mobile site and it's main site.  It probably has to be their policy.  So perhaps, you can take one for the team, ring them up and report back as to why that is so if you know what I mean.......
