I used to have a discover card. I settled it for 165 bucks on 1300 owed. This was 4 years ago. I tried to get a secured card and no luck. I read that they black list people but even with a secured card...

Yes, they'll blacklist even on a secured card because they had a previous unsatisfactory relationship with you. Wait and see what the rejection letter says and go from there.

So I called the credit analyst tonight for Discover and they said basically I have to wait for it to fall off my credit report before I can try again.

Yes, you may have to wait until it falls off. However, Discover does give people second chances. Many people on here have gotten back with Discover after same circumstances as you.
