If you mean for a credit card, it just means it's under review. Mine was like that for just about 24 hours and then I got an email saying I had a message, logged in, and it was approved. If it takes a lot longer than that, call.

It means they are looking over the info. you inputted during that application since the computer algorithm couldn't approve you instantly. Under review usually means somone manually reviews it and then makes a decision.
