Question: for 50k total exposure limit Penfed allows does the LOC add to the total? For instance I have a $26k Promise card with a $10k LOC. Does that mean if I were to ask a for CLI or another card the is max allowed $14k or $24k?

I need some advice. I'm a 620 TU/EQ and a 660 FICO 8. Scores were low 700's this summer and I applied for a bunch of cards and got approvals everywhere. Have less than 30% util most of it was to pay off a higher auto loan. I'm paying that off at a pretty good rate.
I'm not really interested in PenFed cards right now because I know I won't qualify but my question is should I or can I get membership with my low scores? Is there any benefit to me opening a PenFed savings now or should I wait 6 months until my scores go back up to high 600's and do it all at once.
