Synchrony CLI denial question

First off, sorry I didn't know if this should go under Credit Cards or Applications since I applied for a CLI on my WalMart card.

Anyway, I asked the Credit Solutions person when I opened the card and got declined. Today I received a letter with the reasons and my TU Score. It looked like a letter I would get when I would be declined for a normal credit card application. I was wondering if the CLI is a soft pull still with WalMart/Synchrony through CreditSolutions.

This was last week and I still haven't received any updates on my CapOne credit tracker or Credit Karma about new inquiries (both TU FAKO).
