I got a SP CLI on my rewards by calling in and asking for an APR reduction at about the 4 month mark. Called in around mid May and I got the card mid January.
Approved 04/30 with an initial line of $1000, recon'd immediately and got bumped to $2500. July 7th called in to request APR reduction, not an option however a SP CLI was available. Took it and got an additional $1k bump. Also APR on my Arrival card got dropped from 14.99% to 13.99% but no change to Sallie Mae. Not a lot but I did gladly accept the luv from them.
I waited a full year before I tried the APR -> SP CLI tactic, but wish I'd tried a lot sooner. Agree that it seems like 4-6 months is a good time to try.
I'm going to give it another shot once 6 months have passed, since I'll have fully paid off the BT I did after that last CLI. Hoping it's something we can rinse and repeat a bit ;-)
I called this morning to ask about an apr reduction and frontline csr just said no. No transferring happened or anything.

@Anonymous my question is, how long did you have the card before receiving a SP CLI? I am hoping I get some auto luv @ 6 or 7 months but I think my profile supports a hefty increase from the measly $250 I was granted w/ 4 months history and only one other card. ($200 secured Discover IT) I would just rather not waste a HP getting there, especially with my Venture on its way.

Did you ask the analyst, or the frontline CSR?
The frontline CSR will always tell you that a SP CLI does not exist. Unless you get through the analyst (APR reduction) route, you are going to get hit with an HP. It's not the frontline CSR's fault; they see the exact same screen as you do when you log on to Barclay's site to do a CLI. It says Barclays will initiate a credit pull. The only people with access to any SP offer are the credit analysts.
Called the regular customer service line and asked to speak to an analyst about an APR reduction. The front line csr refused to transfer me! She said that I currently had a 0% promotional APR and that was the lowest they offered. I tried to explain that I wasn't calling about the promotional APR and that I wanted to speak to an Analyst regarding some questions I had about my account.
Then she said she wouldn't transfer me unless I told her what questions I had so I said I wanted to inquire about a SP cli to which she offered to help me. I told her no, because I didn't want a hard pull and asked for a 3rd time to please be transferred to an Analyst. Then she put me on hold for 5 minutes and came back and repeated herself saying that neither was ever going to be possible and she wasn't going to transfer me because they would just tell me the same thing.

Called today to get a sp cli and a apr reduction. I called the first number listed in the backdoor thread. The first lady I talked to asked why I was calling so I told her for a sp cli and an apr reduction. She said she would have to transfer me to an analyst? Anyways got on phone with the 2nd person I talked to her about what I wanted to do. She tells me flat out they can't do sp cli and its always a hp(I know better bc of myfico ) I said ok. So she tells me she has to transfer me to another person for the apr reduction! So the third person gets on the phone and I tell her what I wanted to do. The third rep was really helpful and processed both my requests with no problem.

I would like to share my experience with Barclay so far.
I received my Barclay MC rewards card on 6/30/15, SL of $1,000. APR 24.99.
I called the 866-928-8598, which is the standard number on the back of the Barclay CC, on 07/15/15; spoke to a front line CSR, which asked what was the reason for my call. Informed her I'm calling because i would like a "APR reduction" and "SP CLI", which to my surprise stated "I wouldn't be able to assistant you, however, my manager will be able to complete your request". They then transferred me to a "manager in the retention department".
The manager informed me that I was calling for a APR reduction and a SP CLI. She said, "please allow me a few moment's to check your current offer's on your account". After, a few moment she states she does not seee any offer on my account, because my account is to new (2 weeks old). However, she stated "you have made very high usage of your account (76 transactions) ~$3.6k total transactions. Usually, with these types of highly valued customer we reward APR reduction and SP CLI every (3 months)." She went ahead and informed me to call back on 9/30/15, and ask to speak with the retention department for an account evaluation for APR reduction and eligibility for SP CLI.
Just wanted to share my experience with my call to Barclay, easy to say I'll be calling on 9/30/15 for APR reduction and SP CLI.
TOTAL: transactions so far 91 and $4250 usage. (7/22/15).
