Its possible that nothing will happen. But the reason most people stop there is because of The FR from Amex. Financial Review.
In most cases they want tax records. and so on. not what you have but what you to sign form 4506-T which gives them authorization to look at your tax records. Thats too much info for them for most here. as they dont want. if you don't submit. or resistance is futile . otherwise they shut down all your cards and even if you apply in future they still want said tax records. so to avoid that. never go over 25k. which is more than enough.

They probably won't approve a CLI if you're rocking $9000/$10,000 (90%)

Me, just approved for BCE, so I'm jumping around on pages here. Trying to decide if I want ti carry a 600 balance, slowly pay down, or not. Don't plan on applying for cli till 90 days out or so (though might be sooner). Thread is interesting, started in the 2013 section.
