I've had my SPG card since March 16'. I've asked for a 3x cli upon activation and i was declined. 

I asked for a CLI last week, declined. I received the letter in the mail reason " You were declined for a cli on one or more of your AMEX cards in the last 90 days"

When I asked the woman on the phone do I need to wait a certain ammount of time since my last request she said no. SO I will have to wait until december to ask for a CLI on this card again right?

No. You just need to wait 90 days from the last denial received.
