The Amex 3x CLI is something you have to request. You can do that online with a SP.
It's not whether you've used the card or not, though using it probably helps. It's something you become eligible for 61 days after Amex creates the account, which they probably did a few days after your husband was approved for the card. Not everybody gets it, but a lot do. If you don't, then just have your husband use the card a few times and try again in three months.
