After all of my reasearch here I emailed the CEO of Bank of America, the very nexy day I recieved no less then 2 calls and an email trying to assist me. Was successfully able to get my annual fee preminently waived and after getting myself ok with a final HP for the next 6 months get a CLI from $6k to $20k. Very happy and def helps my utilization! Thanks for everyones help!

basically outlined how long I had been with BOA in all forms (checking, credit etc), how much money they have of mine and how much passes through them on a regular basis etc
and how I just joined Chase with no prior relationship and recieve much higher credit lines and no annual fee.
professional but firm, not sure of your situation with them but its worth a shot.
