With Citibank's Visa/MC credit cards, a CLI is possible via a SP, and if you want more, than it will be HP.
With Citibank's retail cards, like Sears, Best Buy, Home Depot - I've been told by the agents that it is always a HP, no SP possible. I would expect that the BB MC would be a HP as well, since they're serviced by the same platform.
