I decided to experiment and try Cap One for some CLI requests again on my two QS1 (previously regular Platinum MC, one rewards MC) ahead of schedule since I was last approved for a CLI according the letters I have on 7/21/2015.
I received 2K -> 4K on one card ($150 balance) and 1K -> 2K on the other ($100 balance) and accepted both.
Being 1/19, I think they may go off 180 days and not 6 months in their date logic.
I've also have: Venture @ 5K, VentureOne @ 3K, and Venture @ 10K so I'm looking forward to combining into one 24K+ Venture as soon as they let me use the account combination feature (customer in control group, blegh).
