Op, what you could do...is inform them that your credit report has changed substantially, and if it has been within 60 days (usually the time frame) you could have them re eval your lim based on an "updated" report. That could improve your after promo apr as well?
I should have tried this with Amex BCE app to get my APR improved but didnt. Just remem, it has to be within 60 days.

I honestly don't know how much the CS had to do with it. I've seen plenty of threads where people have much higher initial CL from Discover with lower scores than me. Keep in mind my only other credit cards are an AMEX charge card, AMEX cc with $1000 limit, and WF credit card with $1500, so Discover was effectively doubling my highest CL by going up to $3000.
We have no way of knowing what criteria is looked at and how it's weighted in their decision making process. I can tell you that it boils down to the lenders confidence in your ability to repay. Maybe just taking the time to recon the app, talk to the right person and answer their questions is enough to increase the lenders confidence in you to the point of a CLI.
I really don't see what you have to lose(provided they aren't going to do another HP) by giving them a call and asking to talk to a supervisor.

"No, you can ask for a CLI in 6mo" I asked to talk to a supervisor, after a brief hold I was told one would call me back within 24h. A lady called me back this morning and after a few questions my initial CL went from $1500 to $3000.
It's worth a shot. Worst thing that is going to happen is a "no".
I just called and I asked, the nice lady explained me the rules and said no. I chickened out asking for the supervisor... maybe I get the streght tomorrow when I get it in my hands
