First of all Congrats Creditrat! To answer your questions, your card is secured if you had to make a deposit to receive it. A great thing about Capital One is that their card does not report as secured on your credit reports, and of course does not state secured on it. Partially secured means that your credit limit is greater than the amount you had to deposit. When I got mine, mine was even. My CL was 200, as was my deposit. Cap1 does not unsecure this card, but within a few months you will have other offers for cards that do not require a deposit.
