I was quite surprised too....did it with an incognito window in chrome and as a guest...Only thing in the cart is a scarf.

Also, the presence of any major derogs, namely BK, tends to make the trick go *poof*.

Some of the retail card programs may not offer the pre-approval offer if the BK is fairly recent.  It mainly applies to the co-branded ones though, like Sportsman Guide, Total Rewards, Fuel Rewards Network, True Value Discover... also including HSN MC, Ann Taylor MC, and so forth.
