This may or may not be true. Score isn't everything. That said, it seems like OPs problem is short history with many new accounts and Lillo's problem appeared to be thin credit file, so perhaps Citi's treatment will be the same.
Agree with Walt, Citi will most assuredly deny for short history. Wait awhile and let things age, then go back to Amex. Right now, your scores are good, but the inquiries and history is making them too nervous.

well, it dosen't help that you Just got a discover, two capital one, target card, and ESPECIALLY, (and then finally), a credit one card. even if i was the creditor to reconsider your application and was fine with your recent cards, the Credit One card would be a deal breaker for me. Having to obtain a Credit One card tells me that you may not take in to much consideration what risks you are willing to take to get ahead.
