A better chance

Just wondering....Do those individuals who travel a lot and are loyal to certain airlines and hotels have improved chances of recieving their particular credit card?  I have over 250k miles on continental and have pondered adding the chase continental card to my mix, and 180,000 points with hilton hhonors.

Not as far as I know...

The Delta Gold SkyMiles card is wholly issued by American Express, so it's really up to them. In addition, the frequency with which you fly doesn't really tell them how reliable you are in repaying a debt to them.
