That don't look right to me
ND means no data. It happens when lender did not refresh your report monthly (no activity). Capital One did that to me once when I did not use my Capital One card for a month.

I would think that helps your cause if the comments are reporting in dispute. You can tell the creditor it is an error.
There is nothing to prevent you from applying for cards while an item is under dispute. The area that disputes seem to stop cold is mortgage approval. Now AMEX might reject you because of a dispute (as far as I can tell, they can reject you because the Florida orange crop was disappointing), but they might not. If they do, you have a mechanism for recon. I know AMEX only allows recons if there was an error, but in this case there is. The dispute is an error.
