AMEX Inquiry Type

Someone once told me that when apping for an AMEX card they don't do hard inquiries, only soft?  I didn't believe this, but they claimed they mostly based their apps on other information such as cash in bank and income.  Advise please.

For new members: always hard, sometimes across multiple CRA's.

For existing members: almost always soft inquiries for CLI's, and for new application denials.  The exception anecdotally is in borderline cases where multiple bureaus typically get pulled.

For existing members: always hard for any new application approval.  Again sometimes across multiple CRA's.
