In my case when I chatted with AMEX CSR a few days ago I was offered a PC from BCP to BCE or B. I called to PC from my BCP to the BC.
It was not an offer per se since CSR said he could PC if I wanted it. So it was just a matter of clicking "print card and send."
Of course I denied. I wanted the BC. And I had to app for the BC.
