ashkev is correct, it is a SP.
FWIW, I checked for "My Offers" on this site probably 20 times over the past 3 months, and never did get any offers. However, after 6 months of no inquiries, I bit the bullet and applied last week and was approved for both the Green card and BCP.
I had 11 total inquiries on EX, with only 4 in the past year and none in the past 6 months. My current scores when I applied are noted below - I will update with an EX score when I finally get my BCP.

And it was disheartening, because I kept wondering what was so bad that I couldn't even get an offer for one of their charge cards...
