I am Stationed Overseas In germany.

I was wondering if the Commissary here on base will fall under that category? yes I know its not in the US but figure I'll ask.

Hard to say...they're all technically part of the DoD, correct?  If the charges are in USD and the billing is sent back through the US it's possible it would still work.   You may end up just having to try it out on a small purchase, though.
