I dont think it was a cent, the AF on that is $2,500. Also a personal cent card is very hard to get an invite on and you have to meet certain criteria.
I think you can go onto Amex's website and "check for offers" and that information is tied to their mailed offers. It might not be as well but one presumes at least some level of similar behavior between the different customer relationship paths.

If his stats are correct he should be in line for a cent invite, I agree with the poster that said try the AMEX prequalifier. Tell him about that on their site.

That's it? I doubt it's a centurion invite in that case. With a minimum annual spend of 250-500k, his gross doesn't even match that muchless the taxes he would need to pay on that 200k. His income simply isn't high enough, neither is his net worth.
