Perhaps the distinction is with new card members versus new accounts for existing card members. As pointed out above, Amex might feel more secure using USPS than FedEx for a new card member.

I had to have my new BCP replaced because the member date was wrong and they had no problem expediting.  Seems to be a YMMV with different CSRs.

My understanding is not on your first account with Amex.
