I Applied to the BCE just for the heck of it around November with about 20 inquires already on my report ( Half was coming of around a month ago) and i got accepted. I only had a Amazon store card and a discover card and my Ex Rating is 690 as of March 3rd and my TU based off my Discover fico score on my Statement says i have it at 700. With my short history and those scores i don't see why they wouldn't accept you if they are offering the Sky card which is just like the BCE card but with miles.
Edit: my utlilty is also pretty high and last month was around 25% and since my amazon visa card isn't reporting yet i am actually doing around 50% right now since I had to buy a TV and put it on my discover since it has a 0% apr
