I dont plan on carrying a balance, it would have been nice to get the best APR for the feel good factor.

Let's make sure I understand this. Whenever you app with Amex and gets approved, they will provide an EX score. If/When they provide a score, this means that a person did not qualify for their best rates? So when no score is provided at approval means you qualify for the top iered rate? Am I understanding this correctly?

That's correct; if you get the best terms available for a given credit product, there's no legal mandate that they provide you a score and the somewhat useful reason list.
By law, if they don't give you the best terms, then they have to provide you the full monty.
