As far as doing better than Penfed for BT's, even Barclays has 0% for 12 months with a capped $75 BT fee on numerous cards, BofA and Chase have 0% offers with low capped BT fees as well.
Penfed is a turd.
I only bothered to look at the first one. Your statement is somewhat misleading (as I figured it was). Actual terms are:
Balance Transfer Fee:No Balance Transfer Fees for balances transferred with this application Thereafter: 3.00% of the transaction amount, $5.00 minimum
Nice try but "there is no BT fee with this application" means that there is no BT fee. Can't be much clearer unless you expected to get the promo BT offer without applying for the card. haha.
Penfed will charge you a BT fee for EVERY BT.
Only the first one is free with US Bank, how misleading, haha.

BTW -
1) Some of your links are broken.
2) Some of your links are to cards with 0% APR BT's no fee for 6 months.
3) Posting a list of over 20 USBank affinity cards isn't exactly all that helpful. We'll lump all those together and count them as one.
4) No way I am app'ing for a lousy Elan card to get a 6 month BT. You want to tout Elan over PenFed. ROTFLMAO!
I'm very happy with my 2.99% for life APR PenFed BT. But thanks for the info. Too bad you buried it in a PenFed thread where it will never see the light of day.

I can list many more 0% offers so maybe you can get approved and stop paying interest.
You probably need a good score though.
