Citi has turned me down 3 times without ever looking at my reports because of an 89 default. Finally today I got the third denial letter and called and asked why do I have not 1 but 2 cards from you at the lowest rate you offer if you are still holding past sins against me. They offered me a CLI provided I accept an Hard Pull or wait for a computer generated increase. I never received one after 6 months so I figured it ain't happening and since I have high scores I said go ahead. They never pulled any of my reports except to Open the Diamond in Jan 08 and the Professional in Sept 07.
The increase was on the Diamond from $8300 to $15,000 which matches the Professional. Diamond rate is 6.99 Professional 7.24
