Under "Profile and Prefrenses" I see "Manage Credit Limit" When I click that I get:
Check Balance Transfer offer
Check Spending Ability
Check recent Declines
Does that mean it's not available right now? and why, it's been 112 days since opening, I forget to tell him at 61.

Try going to Amex, and hitting "View all cards". Costco comes up last on the flexible spending cards.

Yes, but you won't have to speak to a CSR, the request line is automated. For me the online request option didn't show up until the card was 6 months old.

Same here. From reading various posts, it seems to appear and disappear. Not sure what is going on with that.
The request for a CLI always shows on the same page as my recent activity. It is down towards the bottom, left hand corner right over dispute a charge option. It does disappear from time to time but only for a day and then comes back. I haven't requested one since January when I took the limit to 15K and the option has been there for at least the last 5 months.
