I'm not sure if that's actually applying for credit as much as it's accepting an offer. There's a distinct difference.

Maybe I should have said all applications MAY result in a hp. I am unaware of a SP inq for a new Amex. SP if denied (current members); hp if approved. Even so, it's a YMMV.

The general rule of thumb is full social = credit app = HP. Last 4 = iffy.

Did you go to the preselected site, it said they had no offers for you, but welcomed you to apply?
Typically the preapproval sites will not ask you for your full info, like income, etc. Did you enter that? If so, full app.
I would also call the recon department.
