I was routinely requesting 3x CLI across my 3 Amex Cards and the last one (about 2 months ago) triggered a 4506-T request. I ignored the request and all is well, account is still good, not a FR, just a 4506-T.
My Question is, once 4506-T's due to a CLI is it safe to assume any future CLI's will always result in this request or if I wait a while I can request again (maybe on another card) and get the CLI without another 4506-T request?

What's your current limit and what were you asking for? Traditionally, Amex only requests a 4506-T if the increase will take you above $25k for one card or $35k across all cards.
If you have (or will have) $35k or more in available credit from Amex, they will request the form.
Once triggered no more CLI's until you complete the 4506T

I have 33k in personal available credit with amex along with a charge account. Counting my business credit with amex I have 43k available credit across 3 revolvers.
Here is my AMEX Portfolio:
Amex Gold Card - (Charge Card)
Amex Blue - $17,200
Amex HHonors - $11,700
Total: $28,900
I seem to be under that threshold, maybe thats just what my internal trigger is?

Yes, different people have different thresholds I believe. Probably based on a combination of income and history with amex.

That appears to be the case, at least in my experience.
OP - as myjourney mentioned above, until you provide the form, CLIs would likely be restricted (any requests for such will trigger it again)
I requested 30k yesterday and it asked for the form then I logged out and asked for 25k and it ask for the form so I looged out again and asked for 20k and it approved me. I also have a bce with 12k on it

Try a lower amount. That's what my dad did (there's no way in hell I'm referring to him as my "DD"). He asked for $20K total CL, they requested the 4506-T, so he tried again right way (this time he went for $12K), and it was approved right away.
